Programme Overview
Empower: HR was a unique research-led initiative delivered on behalf of Angus Council to support local businesses with their HR challenges. Open exclusively to Angus-based SMEs, the programme offered tailored HR consultancy to improve recruitment, reduce staff turnover, and boost overall productivity.
Participants who completed the research elements also received a £70 Amazon voucher and were entered into a prize draw for £10,000 to support their business growth.
Who It Was for
The programme was open exclusively to businesses that:
- Were registered in Angus.
- Employed between 5 and 249 people.
- Wanted support to improve recruitment, retention, and workplace culture.

What the Programme Included
- A short registration survey to assess eligibility and understand baseline HR needs.
- 50% of eligible applicants were randomly selected to receive up to £800 worth of funded HR consultancy tailored to their business.
- All participants were asked to complete a follow-up survey to help evaluate the programme’s impact.
- Those who completed both surveys received a £70 Amazon voucher and entry into the £10,000 business prize draw.
Why It Mattered
Strong HR practices are at the heart of successful businesses. For many SMEs, access to affordable and expert HR support can be a barrier. This programme helped address that gap – giving Angus-based businesses the tools and insights needed to build stronger teams, navigate recruitment challenges, and create more productive workplaces.
